Background:
Population aging is a critical systemic challenge affecting countries worldwide, with the most drastic aging being projected to take place in low and middle-income countries. The multidimensional nature of aging requires adjustments at all levels of society, involving coordination across sectors, government agencies and with civil society and development partners to deliver positive outcomes. A holistic social protection approach across the life course is essential and requires comprehensive policies that span pension systems, skills development, labor force markets, migration, social assistance, long-term care, and social services.
Social protection and labor (SPL) are critical areas that must be adapted to minimize the challenges and capitalize on the opportunities associated with societal aging. Countries need comprehensive labor market policies, skill development opportunities for older workers, and migration policies that support labor force participation and productivity at old age. Strengthening financial protection in old age, through social insurance or social assistance, is equally crucial. Additionally, robust social services and long-term care systems are needed to meet the growing health and functional needs of aging populations. These policies must also integrate a gender perspective by investing in care systems, reducing women’s care burdens, expanding employment opportunities, and ensuring women benefit from more inclusive social protection and justice systems.
The World Bank has been involved in pension reform in more than 90 countries and has been expanding its care, active aging and longevity dialogue. Closely working with other sectors such as health, the Social Protection Global Practice has developed knowledge covering essential topics such as such as long-term care, income security for older adults, labor markets policies for the elderly, and productive longevity, as well as the Guiding Global Framework on Social Protection and Jobs agenda for an active aging world. There is a growing demand from our client countries to learn from the experiences of other nations in navigating demographic transitions.
These Terms of Reference are for a Social Protection analyst/officer who will contribute to the World Bank's Social Protection Global Practice on its aging agenda by contributing to the design and delivery of knowledge products and aging initiatives, and supporting regional teams to scale up operations related to aging. The specialist will also support learning exchanges to strengthen the collaboration with ageing countries and share best practices and lessons learned.
Duties and Accountabilities:
The Social Protection specialist will support the work program of the Pension and Aging Global Solution Group (GSG). S/he will perform the following tasks:
• Support the Social Protection Global Practice and other Global Practices at the Bank to expand the work related to active aging.
• Contribute to the design and the delivery of practical knowledge products (ex. tools, reports, guidance notes as global public goods) to help build capacity and advance dialogue.
• Support the conceptualization and delivery of knowledge exchange and learning events.
• Support regional teams to scale up operations related to aging, including engaging in key operations at country level (i.e., cross-support).
• Provide and connect to the relevant resource materials and persons when there are critical knowledge gaps to be addressed.
• Maintain close link with ageing countries in order to create and strengthen a learning loop between them.
Selection Criteria
• A minimum requirement of a master’s degree or above in public administration, economics, social work or other relevant fields with 2 years of relevant experience.
• Work and/or academic experience and in-depth knowledge/expertise in social protection, labor, or/and aging, with understanding on national policies, systems, and programs. Practical and hands-on knowledge on program implementation (at different levels of government (national, local)) will be an asset.
• Understanding of development partner strategies and priorities related to aging populations and demonstrated ability to work effectively with development partners and other clients.
• Ability to seek and share technical knowledge and experience, and capacity to work across organizational boundaries.
• Teamwork: Collaborating with others, demonstrating respect for different viewpoints.
• Capacity to communicate and present information in a clear and organized manner.
• Strong organizational skills and ability to work under pressure.
• Track record of managing conflicting demands or directions.
• Excellent written and oral communications skills in English.
