The MENA Region
The Middle East and North Africa Region serves twenty countries, of which twelve are active/potentially active IBRD/IDA borrowers (Algeria, Djibouti, Egypt, Iran, Iraq, Jordan, Lebanon, Morocco, Syria, West Bank and Gaza, Tunisia, and Yemen) and eight are users of the Region's non-lending services, mostly on a reimbursable basis (Bahrain, Kuwait, Libya, Malta, Oman, Qatar, Saudi Arabia, and the United Arab Emirates). The mission of MNA is to foster sustainable growth with a focus on job creation and poverty reduction, economic and social inclusion, and good governance. The Bank's MENA Regional Vice Presidency has placed Human Development including education at the heart of its engagement as a critical part of its strategy in supporting countries rebuild trust between citizens and the state, promoting regional cooperation, building resilience in countries amidst the refugee challenges in the region, and supporting recovery and reconstruction.
MNA Human Development
The MENA Human Development (HMNDR) team is led by a Director and encompasses three units (Health, Nutrition and Population (HNP); Social and Protection and Jobs, and Education). In addition, there are Program Leads (PLs) who are placed in each SMU and a small front office team. The MENA HD strategy aims to enhance Human Capital in the Region to help MENA become a region that realizes its vast potential by harnessing its greatest untapped assets: the human capital of its population, including youth, women, and the elderly. A forthcoming regional HD flagship report will explore how human capital can help countries thrive in the face of global shocks and transitions.
Roles & Responsibility:
Support the MNA HD program in strengthening activities, including those related to communications, engagement, partnerships, and strategy by reviewing existing literature and operational documents, preparing background material for analytical and operational work, writing proposals to mobilize external resources, and liaising with Bank and clients’ stakeholders with strategic communication.
•Work with the Lead HD Economist to support development of the MNA HD Strategy.
•Contribute to prepare a series of three seminaries on HD, including the dissemination of the forthcoming HD Flagship report as well as supporting consultations for the forthcoming HD Strategy.
•Contribute, including desk review, data analysis and drafting as required, to background material for the HD Strategy and related documents.
•Support communications and dissemination activities, such as through organization of consultations, preparation of written outreach materials, language for social media engagement, among others.
•Work with the HD Sr. Operations Office on areas of portfolio/operations, communications, and partnerships.
•Prepare communication material to present value proposition for Human Capital in MNA.
•Support ongoing work on establishing partnerships with key stakeholders in the region.
•Support HD engagement plan implementation, through stakeholder mapping and engagement strategy.
•Ad hoc activities will be assigned as needed. Additionally, all tasks are subject to change based on situations/requirements.
Selection Criteria
•MS/MA degree in economics, social sectors (health, education, social protection) or related discipline with two or more years of relevant experience.
• Proven track record of work related to human capital development.
• Excellent written and verbal communication skills; ability to convey complex messages succinctly, creatively, and diplomatically; excellent interpersonal skills.
• Good understanding of communication approaches, tools, and methodologies related to planning, executing, and monitoring client engagement strategies.
• Ability to prepare documents from scratch as well as to collate and edit content provided by others.
• Ability to develop and edit content on the web, including in a SharePoint environment.
• Detail-oriented, multi-tasker who is able to deliver results and respond quickly and effectively to requests.
• Team player who works well in a multi-cultural environment and with minimal supervision.
