Vice-Presidency Context:
The Budget, Performance Review and Strategic Planning Vice Presidency (BPS VPU) was created in July 2013 and expanded to include Corporate Procurement in July 2024. The purpose of the VPU is to deliver high value for money with efficient, effective, and professional finance, procurement, and resource management services to help drive sustained business success through delivery of the WBG strategy. At the same time, it is focusing on improving governance to enable better oversight of what and how services are provided and continuing to strengthen its professional workforce with up-to-date skills, knowledge, and experience. The BPS VPU delivery model has three core roles designed to provide high quality, relevant and consistent services:
• Business Partners: embedded partners focused on decision support and performance oversight with strong understanding of the business.
• Centers of Expertise: providing thought-leadership and analytics, designing resource management policies, practices, and coordinating business finance knowledge management.
• Service Center: central unit to manage delivery of high volume and transactional and reporting services across Bank, including help desk to support to clients.
Location, Roles & Responsibilities:
The Corporate Procurement Department supports the mission of the WBG by performing the procurement function following the principles of transparency, fairness, competition, and best value in an efficient, effective, and customer-focused manner. These principles are employed globally and represent the strategic elements that guide the Bank Group’s activities in procurement and contracting practices. Corporate Procurement is responsible for coordinating and overseeing the sourcing strategy, selection, and contract execution for more than 120 Bank Group offices around the globe, serving our clients from offices located in Washington, D.C., Chennai, India and Sofia, Bulgaria. Within the BPSSM delivery model, the Corporate Procurement Department focuses on three core principles:
• Commerciality: Deliver best “value for money” supply solutions measured by cost, quality, and speed.
• Risk Management: Predict, mitigate, and manage vendor related risks to protect WBG’s interests
• Sustainability: Develop environmentally and socially sustainable supply chains. Categories of spend include:
i) Corporate Services and Real Estate; ii) Human Resources and Professional Services; and iii) Technology.
Key Responsibilities:
• Maintain data governance protocols ensuring data accuracy, integrity, and compliance with organizational policies.
• Define and enforce standards for data entry, classification, and master data management across procurement systems.
• Manage the full data lifecycle — collection, storage, usage, archival, and deletion — in line with internal and regulatory policies.
• Monitor data quality metrics and resolve inconsistencies through structured root cause analysis.
• Maintain secure data access controls and protocols to safeguard sensitive and regulated data.
• Support business continuity through oversight of data archiving, recovery procedures, and system redundancy planning.
• Consolidate procurement-related data sources, aligning with enterprise data lake and master data strategies.
• Develop procurement dashboards and standardized reports using Power BI or similar tools to support decision-making.
• Coordinate cross-functional data initiatives, aligning data management projects with procurement strategy.
• Manage small-scale data improvement projects, ensuring timely delivery and measurable impact.
Selection Criteria
• Master’s degree or equivalent combination of education and experience in Data Management, Information Systems, Business Administration, or a related field.
• Minimum 2 years of experience in data management, preferably in a procurement or supply chain environment.
• Strong knowledge of data governance, data quality, master data management principles, and in-depth knowledge of database types, research methodologies, big data capture, curation, manipulation, and visualization.
• Proficiency in data management software and tools (e.g., MDM tools, ERP systems), data analysis and visualization tools (e.g., Power BI, Tableau, Qlik Sense), and task automation tools (e.g., Python, Power Automate).
• Excellent analytical and problem-solving skills, with the ability to interpret and analyze data to identify key metrics and transform raw data into meaningful, actionable information.
• Strong project management and organizational skills, with the ability to manage multiple tasks within tight deadlines, establish and monitor quality standards, and work assignments.
• Ability to deal sensitively in a multicultural environment and build effective working relationships with clients, colleagues, and other stakeholders.
• Ability to work independently, drive projects to completion, and adapt to changing priorities and environments.
