Corporate Secretariat Vice Presidency (SECVP)
  
The Corporate Secretariat Vice Presidency (SECVP) of the World Bank Group supports the Board of Governors and the Executive Directors of IBRD, IDA, IFC and MIGA in executing their fiduciary and governance responsibilities. SEC, therefore, is unique in working across all the World Bank Group institutions (IBRD, IDA, IFC, MIGA, and ICSID) and serves as the key interlocutor between the Board of Governors, the Executive Directors, and the President on the one hand and Senior operational Management and staff on the other hand.  SEC's primary purpose is to facilitate effective, efficient, and strategically focused interactions between the Board and Management to achieve the World Bank Group's overall mission of poverty reduction.
  
The Corporate Affairs and Administration Department (SECCA) leads shareholder relations, elections, voting and membership for all WBG institutions, and the implementation of the IBRD and IFC general and selective capital increases.  It manages all communications with Governors to facilitate decision-making as well as governance, policy and administration aspects of Board officials, including appointments and terminations, and the Joint Bank/Fund Committee on Remuneration of EDs and Alternates.  SECCA also leads the organization of the WBG Spring and Annual Meetings, the Board’s records and information services, the Board’s knowledge, learning and onboarding programs, the management of the Voice Secondment Program, and oversees, in cooperation with the Information Technology Services team, Board systems modernization and delivery of technology services to EDs’ offices. 
 
Roles & Responsibility: 
 
The successful candidate will support selected aspects of Governance, Policy and Administration management under the guidance of the SECCA Management team, as may be required by the needs of the unit – including but not limited to, the following tasks: 
• Conduct background research and draft documents, including products and records, for policy discussions and policy development related to the management and administration of the Board.  This would also include other topics such as travel, budget and general HR matters for 230 Board officials. 
• Develop and maintain expertise on selected governance issues and policies, as well as awareness of EDs’ views and priorities to support SECCA in reviewing policy documents. 
• Edit policy and operational documents under the guidance of the SECCA management team and support special research projects. 
• Support the management of appointments and terminations of 230 Board officials. 
• Support special projects in innovation, notably the Board Interactive Profiles system which will undergo further development for the management of Board governance and administration matters. 
• Act as a champion on innovation and modernization of the Governance, Policy and Administration Team’s processes and systems.

Selection Criteria

• Masters degree with two years of relevant work experience or equivalent combination of education and experience in an academic discipline relevant to the Bank’s mission. 
• Understanding of the Bank’s corporate governance and operations. 
• Previous experience in corporate governance or legislative committees is desirable. 
• Understanding of WBG’s operating environment, political economy, and stakeholders’ views. 
• Proven written and verbal communication skills in English. 
• Demonstrated mature judgment. 
• Ability to prioritize work effectively and strong conceptual skills. 
• Demonstrated ability to switch gears quickly and good-naturedly; juggle a range of tasks effectively and efficiently. 
• Strong teamwork, including an open and collegial work style. 
• Tact, discretion and diplomatic skills to deal with sensitive issues. 
• Ability to communicate clearly and concisely.
