Corporate Secretariat Vice Presidency (SECVP) 
 
The Corporate Secretariat Vice Presidency (SECVP) of the World Bank Group supports the Board of Governors and the Executive Directors of IBRD, IDA, IFC and MIGA in executing their fiduciary and governance responsibilities. SEC, therefore, is unique in working across all the World Bank Group institutions (IBRD, IDA, IFC, MIGA, and ICSID) and serves as the key interlocutor between the Board of Governors, the Executive Directors, and the President on the one hand and Senior operational Management and staff on the other hand.  SEC's primary purpose is to facilitate effective, efficient, and strategically focused interactions between the Board and Management to achieve the World Bank Group's overall mission of poverty reduction. 
 
The Governors mandated to conduct regular shareholding reviews in IBRD and IFC, every 5 years and these are a key element of the World Bank Group (WBG) shareholding architecture. The most recent  review was concluded in 2021 and the  next Review is due to start in 2025. Shareholding Reviews are Board lead processes where SEC provides the technical and analytic support for the Board’s work on shareholding through a small Shareholding Team in the Policy and Operations unit of the Secretariat.  Key tasks include building and maintaining a shareholding database, working closely with Committee on Governance and EDs’ Administrative Matters  (COGAM)  to plan engagements, preparing analytical materials, data updates and simulations,  drafting papers for COGAM discussion, preparing for and participating in meetings to lead and respond to the discussion.  The shareholding  team  also supports a full program of bilateral engagements with both EDs and their capitals in terms of capacity building and support. 
  
Roles & Responsibility: 

SECPO unit of  the Secretariat  is recruiting a highly motivated individual  as an ETC to support the work of the  Shareholding Team  as part of the 2025 Shareholding Review which began in January 2025.  Under the direction of the team lead, the  ETC  will provide support on the following:
 
1. Data Maintenance and Updates 
• Update and maintain the shareholding data, ensuring the latest GDP and IDA contributions are incorporated in the core datasets. 
• Ensure data integrity, completeness, and consistency across all datasets used in the analytical framework. 
 
2. Simulations, Modeling, and Validation 
• Develop complex data models to simulate scenarios of shareholding adjustments based on varying assumptions. 
• Create, test, and implement advanced simulations to analyze potential changes in shareholding structure. 
• Perform sensitivity analyses to identify key drivers of changes in shareholding metrics and their implications for institutional governance. 
• Design and maintain a verification tool or "shadow model" to cross-check and validate the results generated by the primary model, ensuring accuracy and consistency of outputs, using Excel or relevant software/coding platforms (e.g., R or Python). 
• Troubleshoot and optimize existing code or algorithms to enhance performance and reliability of the main analytical tool. 
 
3. Research and Analysis 
• Conduct in-depth research on economic data and shareholding-related trends to inform the analytical framework. 
• Provide data-driven insights and recommendations to the team based on analysis of historical and current data. 
 
4. Documentation and Communication 
• Prepare detailed technical documentation, including user guides and methodology notes, for the primary and shadow models. 
• Develop comprehensive visualizations for presentations (e.g., charts, tables) to effectively communicate results and scenarios to diverse audiences. 
 
5. Collaboration and Support 
• Collaborate with the Shareholding Team to align analytical outputs with strategic objectives. 
• Provide technical support and guidance to team members and stakeholders using the models and tools.

Selection Criteria

Minimum Education/Experience
• Master’s degree in related field, with at least two (2) years of relevant work experience
 
Technical Expertise:
• Advanced proficiency in Excel, including complex modeling and data visualization. 
• Strong programming skills in R or Python, with experience in developing, debugging, and optimizing data models. 
• Familiarity with simulation frameworks and sensitivity analysis techniques. 

Analytical and Problem-Solving Skills:
• Ability to conceptualize and develop secondary models for validation and troubleshooting purposes. 
• Strong attention to detail and ability to identify inconsistencies or errors in datasets or models. 

Communication Skills:
• Proficiency in documenting technical processes and methodologies in a clear and professional manner. 
• Strong ability to communicate complex data findings through visuals and written reports for technical and non-technical audiences.
