VPU Context: 

The East Asia and Pacific Region (EAP) and the EAP Regional Infrastructure Department (IEADR).


The EAP region serves 22 client countries with a total population of about 2 billion. Clients range from large IBRD countries such as China, Indonesia, Vietnam and the Philippines; to smaller IDA countries (or IDA/IBRD blend countries) such as Cambodia, Laos, Mongolia, several Pacific Island states, Papua New Guinea and Timor-Leste. The EAP region presents a dramatic illustration of the global dynamics, opportunities and risks of the 21st century. EAP has made spectacular progress towards achieving the WBG’s twin goals, eliminating extreme poverty and boosting shared prosperity – extreme poverty declined faster than any other region and the income of the bottom 40 percent increased substantially. Such a rapid transformation has made EAP one of the most dynamic regions in the world. However, it also faces important challenges such as managing the largest shift in rural-to-urban population in human history, coping with rising inequality, addressing large infrastructure gaps, dealing with climate change, and building human capital. 

Unit and Country Context: 

The EAP Energy and Extractives Unit (IEAE1) is managed by a Practice Manager (PM) based in Singapore.  We have a total complement of about 30 staff who are based in over a dozen EAP countries and Washington DC. The department is led by a Regional Infrastructure Director (RD), who reports to the EAP Regional Vice-President (RVP) and as part of the matrix organization, the IEAE1 is part of the Infrastructure Practice Group (PG) led by the Infrastructure Vice President (INFVP). 

The unit has a large energy lending portfolio and a diverse program of analytic and advisory work. The principal themes underlying the lending and advisory engagements include access to modern energy services; transitioning to a clean energy mix away from coal; climate resilient energy and transportation infrastructure; regional infrastructure network connectivity, integration and trade; governance reforms and financial strengthening of state-owned enterprises/utilities; and reforming sector regulations to improve the environment for efficient private finance solutions. 

In Indonesia, the INF program is a growing portfolio, including a wide range of engagements in cutting-edge decarbonization topics. The program Supported by 30 staff based in Jakarta, Singapore and other parts of the world.  The portfolio includes 5 projects under implementation (US$ 1.3 billion commitments), 3 PASAs, and a pipeline of US$ 3.5 billion.  The Energy & Extractives program addresses a diverse set of issues around energy transition and access in Indonesia, including projects relating to just energy transition, distribution and transmission network upgrading and strengthening, energy access and diesel replacement in remote areas, distributed energy resources, and proof-of-concept technologies such as geothermal and pumped storage, all underpinned by policy dialogue around sector sustainability, scaling up renewables, and increasing private capital mobilization.  A regional MPA on Accelerating Sustainable Energy Transition was approved by the Board in FY25 and includes several pipeline Indonesia operations.

Duties and accountabilities: 

The Senior Power Engineer will serve as Task Team Leader (TTL) and/or support TTLs as a team member in delivering and implementing energy operations and other activities in East Asia and Pacific (EAP) region. The Senior Power Engineer will play an active hands-on role in Investment Project Financing preparation and supervision, and non-lending activities such as Technical Assistance. This will cover a variety of analytical work, implementation support and project management tasks, including analytical and advisory aspects. These include: 

• Lead and/or support the preparation and supervision of investment operations in energy sector, including projects for power generation, renewable energy, battery storage, transmission and distribution facilities, smart grid technologies, power system planning, cost and pricing of electricity services, utility management and performance, low carbon strategies, climate resilience, and public private partnership investments, and provide inputs to project performance and monitoring reviews; 
• Lead and/or provide inputs to WBG’s operational products/outputs for sector analytical and advisory work, including country and energy sector briefings and studies; 
• Support policy dialog and advise the clients, the World Bank team and the management on sector planning, policy and regulatory issues in the energy sector; 
• Contribute to the Maximizing Finance for Development approach with the objective to help client countries maximize their development resources by drawing on a range of financing sources and sustainable private sector solutions; 
• Develop and maintain close relationships with development partners, and public and private stakeholders active in the energy sector in EAP region; 
• Contribute to the coordination with stakeholders, specifically with national government and non-governmental institutions, as well as regional organizations in the energy sector; 
• Collaborate within and with the World Bank teams and across boundaries, and gives own perspective and willingly receives diverse perspectives; 
• Review documents from clients and provide constructive contributions from the standpoint of an experienced power engineer; 
• Prepare proposals for the World Bank executed trust fund, and implement technical assistance for clients to promote projects adequately; and 
• Provide technical training, mentoring, and career advice to junior members of the World Bank teams and engage in team-building activities in the regional energy practice and country units. 
• Dissemination of advanced technical knowledge, skills and practices on power system planning and/or operation applied in developed countries with high quality and reliability of power supply.

Selection Criteria

• At least Master’s Degree in electric engineering or energy-sector related field; 
• At least 10 years of experience in power sector of developed countries;
• At least 7 years of experience in power engineering, including system planning, grid operation and control, infrastructure design, and construction supervision for large-scale power grid;
• Strong knowledge and skill of power system, transmission and distribution, renewable energy, and electrification; 
• Hands-on experience with or within electric power utilities with very high quality and reliability of power supply in developed country;
• Understanding of energy policies, regulations, new technologies, strategies, utility practice, and private sector participation, especially for deregulated power markets and advanced power industry;
• International business experiences on power sector, particularly engaged in discussions with investors, lenders and/or doners for power infrastructure projects.
• Good project management skills and ability to work effectively on multiple activities simultaneously; 
• Strong problem-solving skills under complex bureaucratic environments; 
• Ability to work with and lead diverse teams in developing and implementing energy operations; 
• Proficiency in speaking and writing English; 
• Self-starter and ability to work independently with limited supervision; and 
• Flexibility in quickly adjusting to changing work program requirements.
