East Asia and the Pacific (EAP) Region
EAP is a large and diverse region, ranging from Small Island States of the Pacific to Indonesia, the Philippines and China! Despite substantial economic growth and poverty reduction, the EAP region faces huge development challenges. Growth has been uneven across and within countries, institutions still need strengthening, and most countries are heavily affected by climate change. The Bank plays a significant role on global public goods, including climate, biodiversity, water pollution, and health. The COVID pandemic, and more recently food and energy price increases are compounding the impact of the global economic slowdown. The World Bank Group is seen as a premier development institution in the Region, with a leadership role on analytical and advisory services as well as financing.
Digital Vice Presidency
Digital technologies offer a unique opportunity to transform development through digital solutions. The Digital Vice Presidency and its global and regional teams will support client countries in building the foundational and cross-cutting elements of digital transformation through:
• Building digital infrastructure and data platforms (including broadband connectivity, cloud computing and digital public infrastructure)
• Protecting institutions, businesses, and citizens through cybersecurity and data protection & privacy
• Developing ICT sectors and supporting digital entrepreneurship, skills, and jobs
• Implementing and digitalizing digital government services that improve accountability and transparency
• Supporting the Vice Presidencies of People, Prosperity, Planet, and Infrastructure in the digitalization efforts of their clients, and in leveraging digital solutions, including building client sectoral digital capacity, defining sectoral specific AI strategies, and designing sectoral AI solutions
• Coordinating the operationalization of the digital Global Challenge Program as well as cross-GP efforts of achieving the new Corporate Scorecard digital indicators.
The Digital Transformation EAP unit is looking for a Senior Digital Development Specialist to be based in Manila, Philippines. The position will report to the Practice Manager Digital Development for the East Asia and Pacific region.
Job Duties and Accountabilities
The Senior Digital Development Specialist will be responsible for the following:
• Contribute to the implementation of the World Bank’s digital development strategy in the Philippines, in line with the Country Partnership Framework, by developing the World Bank’s value-proposition on the digital agenda, identifying the most suitable space for the World Bank to support digital development initiatives, adapting and growing the work program under the evolving client demands.
• Contribute to the design, preparation and supervision of World Bank financed digital development related investment and policy reform programs in the Philippines, working with the other members of the task team, including the Task Team Leaders, specialists on procurement, financial management, environmental and social safeguards, and other colleagues.
• Lead and contribute to implementation of the advisory services and analytics program on digital development, working with other members of the task team, to understand the state of digital development in the Philippines, identify key challenges and opportunities, shape and align on reform and investment agendas with government counterparts and stakeholders, analyze practical and innovative strategies and best practices, provide technical assistance to build implementation capacities, and respond to requests from policymakers and other stakeholders with just-in-time advice, drawing on national, regional, and global expertise. Synthesize analytical outputs and policy messages into the World Bank’s publication, presentation materials, social media engagements and other forms as needed.
• Provide support to and participate in multi-Global Practices teams (such as social protection, education, health, disaster resilience, agriculture, finance and private sector development) to contribute to design and implementation of digital components in financing operations and/or advisory service and analytics, on behalf of the Digital Development Global Practice, as needed and in line with the World Bank’s digital development strategy in the Philippines.
• Liaise and provide guidance to colleagues working in other sectors on how to leverage digital technologies to improve service delivery and efficiency in the respective sectors and to stimulate digital transformation in those sectors including by private sector actors.
• Contribute to the definition and implementation of partnerships with development partners based in Manila, including joint or complementary engagements with government counterparts on policy reform design and implementation, coordination with other Global Practice teams working in the Philippines with same partners to identify and take advantage of opportunities and synergies, and developing concept notes and funding proposals to support the sustainability and strategic growth of the World Bank’s digital development programs in the Philippines.
• Represent the Digital Development at regulatory and other fora and events, to speak on the World Bank’s position on the sectoral issues and engage stakeholders in policy dialogues.
• In support of the above, support the preparation and execution of missions, country visits, stakeholder meetings, preparation of management briefings and technical notes, and any other activities that are required to implement the World Bank’s digital development country program in the Philippines.
Selection Criteria
• Master's degree(s) in disciplines including telecommunications, engineering, information science, law, economics, public policy or equivalent areas relevant to digital development.
• At least 8 years of relevant experience in the government, bilateral or multilateral development organizations, private sector or non-government organizations.
• Expertise in digital development and digital transformation strategies, regulations, technology, and applications. This may include areas such as broadband connectivity, digital public infrastructure (digital ID, digital payment and data sharing platforms), ICT industry, digital transformation of government service delivery, digital skills, cybersecurity, AI policies and applications, and other areas.
• Familiarity with sectors prioritizing digital transformation in the Philippines, such as public administration, social protection, disaster risk management and agriculture, among others. Working experience on digital transformation initiatives across sectors is a plus.
• Proven track record in the preparation and supervision of World Bank operations, including client dialogue, project implementation arrangements, technical preparation of project documents, appraisal, negotiation, implementation support missions, identification and resolution of capacity constraints, interacting with CMUs, coordinating procurement, financial management, social and environmental safeguards and debottlenecking disbursement.
• Proven experience advising governments or regulatory agencies on policy and institutional issues and regulatory interventions on digital development opportunities.
• Excellent conceptual, research and analytical skills, decision making and business judgment, analyzing facts and data, using metrics and indicators to determine numeric reform targets, take stock of progress over time, use data driven results monitoring as an instrument to advance reforms and support sound and logical business decisions. Combining a broad grasp of the relevant theory and principles and of involved practices and precedent is a plus.
• Excellent interpersonal and client engagement skills as demonstrate in a proven track record of building partnerships, promoting coordination and collaboration, taking responsibility and accountability for timely response to queries, requests or needs, and working to resolve complex issues and obstacles that may impede execution or project success. Working knowledge of institutional practices in relevant line departments and oversight agencies, and experience in the Government of the Philippines, is an advantage.
• Excellent written and verbal communication skills as demonstrated in a proven track record of high-quality policy and project related written products, published papers and articles, effectively delivering technical information in appropriate language to clients, the international development community, private sector, civil society, academia, and other stakeholders.
• Strong drive for results, taking personal ownership and accountability to meet deadlines and achieve agreed-upon results. Demonstrated ability to work under tight deadlines, manage multi-task requirements and a high degree of pro-activity and initiative is a plus.
• Proven ability to effectively work in multi-disciplinary and multi-cultural teams. Cross-country experience or exposure, through educational backgrounds and professional experiences, is a must. Demonstrated ability to supervise and mentor junior colleagues or consultants is a plus.
• Willingness and ability to travel.
• Proficiency in programing languages, computing platforms, visualization and code management tools, as relevant to supporting digital government initiatives in the Philippines, is a plus.
• Excellent written and verbal English is required. Proficiency in Filipino is a plus.
