The mandate of the International Centre for Settlement of Investment Disputes (ICSID) is to foster increased flows of international investment by providing an impartial and effective international forum for the resolution of disputes between host governments and foreign investors.

ICSID is seeking an External Relations Officer to lead its external relations and communications. The successful candidate will serve an important role in advancing ICSID’s work and mission in a complex global environment. The External Relations Officer will report to the ICSID Secretary-General and Deputy Secretary-General.

Role & Responsibilities:

•Design, implement, monitor, and assess a comprehensive, results-oriented communications strategy and plan.

•Determine, develop, and implement an array of communications products and activities that support the work of ICSID both within the World Bank Group and to key external audiences (e.g., governments, legal professionals, and academics) and the public at large.  This includes identifying relevant information sources, writing and/or overseeing the preparation or stories, reports, op-eds, blogs, news releases, newsletters, speeches and talking points, PowerPoint presentations, multimedia products and other communication engagements necessary to support ICSID.

•Provide strategic and timely communications advice to ICSID management.

•Proactively manage relationships and communications with a wide array of internal and external stakeholders with the goal of increasing understanding of ICSID and its work.

•Help organize and execute outreach events to increase knowledge of ICSID’s mandate and dispute settlement mechanisms.

•Serve as the day-to-day editor of the ICSID website, ensuring that content is updated and maintained to high standards. This role also involves working with the World Bank’s website developers to provide a first-class user experience for ICSID’s core audiences in line with industry best practices. 

•Work in close partnership with ICSID management and staff to expand ICSID’s presence on social media channels.  Initiate and sustain effective professional relationships with key internal and
external constituencies (including the media, civil society, academia, businesses, and government agencies). 

•Respond to questions from the media about ICSID and its activities.

•In close collaboration with the ICSID events team, oversee the communications aspects of conferences, seminars, outreach events, and other activities involving ICSID.

Selection Criteria

•Master’s degree in Journalism, Communications, Public Relations or a related field, and a minimum of 5 years of relevant work experience, or equivalent combination of education and experience.

•Demonstrates excellent English language skills and proficiency to quickly write and edit complex communications products for purposeful structure, clarity of ideas, and logical, persuasive presentation.  Fluency in French or Spanish, the other two official languages of ICSID, is highly desirable.

•Demonstrates ability to nurture and maintain relationships and communications with internal and external stakeholders. 

•Demonstrates ability to think strategically and rapidly analyze diverse information from varied sources. 

•Demonstrates ability and the necessary organizational skills to take initiative, personal ownership, and accountability to meet deadlines, work under pressure, balance competing demands and achieve agreed-upon results.  

•Knowledge international trade and investment regimes, including dispute resolution mechanisms.

•Demonstrates ability for teamwork in a multicultural environment. 

•Experience working with senior executives. 

•Experience using digital and social media to stimulate conversations with stakeholders, develop strategies to position across websites, blogs, and other channels.

•Ability to make short videos and produce graphics, experience in with Canva, Adobe platform tools, and other video and graphic editing platforms.  

•Familiarity with common website content management systems, such as Drupal, and experience with the design and maintenance of websites in collaboration with IT professionals. 

In addition to the above, the successful candidate must demonstrate the following competencies:

•Content and Style Editing - Has significant experience in, leads others and demonstrates in-depth proficiency in rewriting or editing complex communications products for purposeful structure, clarity of ideas, and the logical persuasive presentation of content.

•Communication Strategy, Planning, and Execution - Has significant experience in and/or demonstrates in-depth proficiency at a level sufficient to assist, consult, or lead others in the planning, development, and execution of communication strategies for complex projects.

•Relationship Management and Political Awareness - Has significant experience and/or demonstrates ability to lead and manage relationships with critical internal and external constituencies to foster strategic partnerships and to strengthen ICSID's image or mitigate reputational risk. 

•Knowledge of Investor-State Dispute Settlement – A firm understanding of international investment law and dispute settlement, including the role that ICSID serves in resolving international investment disputes. 

•Communication in International Development - High-level ability to communicate with internal and external partners, based on understanding their communication needs across a range of global issues, such as climate change and human rights. 

•Social Media, Information Channels, and Communication Tools Awareness - Able to assist, consult, or lead others in assuring existing or new, upcoming communication tools and media channels are fully leveraged to assure proper communication.

•Content Development - Has significant experience in and/or demonstrates broad, in-depth proficiency in this competency and is therefore able to clear for internal or external use material that is developed.

•Create, Apply and Share Knowledge: Creates, applies and shares knowledge from across and outside the Bank Group to strengthen internal and/or external client solutions; ensures systematic sharing of good practice and learning from lessons from across organization, clients, and partners; is known across the organization in his/her subject area and is sought out by colleagues to advise, peer review, or contribute to knowledge products of others; seeks mentoring opportunities with more experienced staff to deepen or strengthen their professional knowledge and mentors junior staff; builds networks across the Bank Group and as part of external professional groups/networks.
