Poverty & Equity Global Practice

The Poverty and Equity Global Practice, part of the Equitable Growth, Finance, and Institutions vice-presidency, plays a key role in supporting the World Bank Group’s goals of ending extreme poverty and boosting shared prosperity. It generates knowledge and dialogue and supports operational solutions, focusing on poverty monitoring and statistical capacity building, markets and institutions, fiscal and social policy, and resilience to shocks and sustainability. The practice is organized into seven regionally-oriented units – East Asia and the Pacific, Europe and Central Asia, Latin America and the Caribbean, Middle East and North Africa, South Asia, and two in Africa – each managed by a Practice Manager. The development and flow of global knowledge within the practice is facilitated through four cross-cutting thematic lines, each of which is led by a thematic Lead Economist. These are: (1) data for policy analysis; (2) markets and institutions for poverty reduction and shared prosperity; (3) fiscal and social policy for poverty reduction and shared prosperity; and (4) welfare implications of climate change, fragility, and conflict risks. Every member of the practice is affiliated with, participates in and contributes to the work of at least one of the thematic lines. In addition, the practice takes the lead in two corporate priority areas: (a) Data for Goals; and (b) Systematic Country Diagnostics.

Duties and Accountabilities:

The Africa West Poverty and Equity unit manages a growing operations portfolio and exciting analytical work across the region. The unit is looking for an Extended Term Consultant to join our team, based in Abidjan to conduct operational and analytical work in Côte d’Ivoire, Benin, Togo, and Guinea.

The successful candidate will report to the Practice Manager for the West Africa Poverty unit. S/he will work as a core member of the Poverty team in the World Bank’s Abidjan office to support our engagement in the region. The candidate will contribute to the successful day-to-day delivery of the overall Poverty work program, including analytical/technical work, and technical assistance. The successful candidate will work with other GPs and contribute to multi-sectoral tasks as per business requirements. The position will involve frequent interaction with government counterparts, universities, research think-tanks, and other donor agencies.

The candidate will be expected to assist the broader team with the following tasks:

  • Analyze the distributional impact of fiscal, social, and other sector policies and investments.
  • Use and develop new frameworks, instruments, and technologies to monitor poverty, equity, and gender trends.
  • Propose and implement new frameworks, instruments, and technologies to assess the distributional impact of policies.
  • Assist and advise country counterparts and sectoral teams on how to address poverty, equity, gender issues and promote evidence-based decision making.

Selection Criteria

We are looking for an imaginative and innovative micro-economist with a demonstrated track record of sound analytical work and excellent judgment to create innovative and just-in-time solutions to promote evidence-based policy making.

  • Minimum Education/Experience: Master’s degree (PhD preferred) in Economics, Public Policy, Statistics, or other related field, with advanced training in quantitative analysis and strong programming skills, and at least three years of relevant professional experience.

Other Selection Criteria:

  • Technical and Quantitative Skills as an Applied Development Microeconomist. Has experience in econometric and statistical modeling – working with household surveys & performing complex econometric analysis. Has superb programming skills in Stata, with additional programming skills preferred.
  • Superb interpersonal skills. Ability to collaborate effectively with multi-disciplinary teams, and to listen and integrate ideas from diverse sources, governments, NGOs, and donors, while being respectful and sensitive to cultural, political and gender issues.
  • Desired experience includes experience with poverty, labor, and/or gender-related operational programs (including capacity building). Experience working on developing countries is preferred though not required.
  • Policy dialogue—able to identify and assess policy issues and play an active role in the dialogue with the government and/or other stakeholders.
  • Passionate about poverty reduction and creating change on the ground.
  • Time management—able to handle multiple tasks effectively, meet deadlines, manage uncertainty, and adjust to a changing work program.
  • Demonstrated analytical skills –experience analyzing data and in writing reports, synthesis and/or policy notes.
  • Fluent in written and oral English skills. Fluency in French for client engagement is also required.
