The Global Municipal & Environmental Infrastructure (CNGME) unit, in collaboration with the regional industry groups, is responsible for IFC's municipal and environmental infrastructure business, including sub-national investments to municipalities and utilities, and commercial investments in private water and waste companies. As part of this responsibility, CNGME plays a global anchor role of IFC’s Cities Practice. CNGME is looking to recruit an Associate Operations Officer, to contribute to CNGME’s priorities related to sector strategy and expertise, thought leadership and knowledge sharing, market creation and innovation, and to support regional teams in client relationship management, business development, and program delivery.   

The Associate Operations Officer will support the unit’s efforts to enable investment opportunities in urban infrastructure sector, including water and waste sectors, by 1) incubating high impact projects and initiatives that require upstream project development to reach the point of investment and 2) getting potential clients ready for IFC investment through client preparation and development. The position will be based in Washington DC and under the supervision of the Global Municipal & Environmental Infrastructure Team.

Roles & Responsibilities:

The roles and responsibilities of the position will include but not be limited to:

• Support the identification and assessment of Upstream, Advisory & Investment opportunities based on country/sector strategies and client/market needs, and market creation potential.
• Contribute to the development of feasibility studies and implementation plans for Upstream & Advisory projects that lead to IFC investments.
• Conduct targeted research, data analysis, and stakeholder interviews to enable appropriate project design, including assessment of sector dynamics, identification of market gaps/barriers, and market analysis.
• Support engagement with the World Bank to identify and contribute to sector and regulatory reforms that support opportunities for private investment
• Support the processing of Upstream & Advisory projects, as well as maintaining broad oversight of all upstream and advisory projects related to Cities, Municipal & Environmental Infrastructure 
• Support the delivery of global sector upstream / advisory platforms as such Global Cities Platform, U4C, ReWater, Circularity+, including Project management (budgeting, reporting, project plan writing), internal strategy and coordination (the updates we do regularly, but also ad-hoc support to communicate the initiatives).
• Collaborate with investment teams to ensure successful conversion from Upstream projects to investments
• Assist with efforts to augment climate focus and unlock blended finance to support program delivery
• Assist in managing our donor fund(raising) portfolio and “centrally” coordinating with IFC’s partnerships team.

Selection Criteria

• A master’s degree in business, finance, economics or public policy or a closely related field.
• At least 5 years of relevant professional experience; preferably with a minimum of 2 years in water, waste and / or electricity transmission & distribution sectors 
• Understanding of the relevant sectors and ability to link policy reforms, advisory interventions, investment, and private capital mobilization to deliver solutions.
• Ability to support engagements with private sector clients, local and national governments, and other stakeholders to encourage pioneering business and market development.
• Experience in project/program management, including executing against implementation plans with defined business development milestones.
• Experience in monitoring and reporting on a portfolio of projects/programs/initiatives.
• Outstanding analytical and critical thinking skills
• Strong commercial sense and judgement 
• Excellent written and oral communication skills in English; other languages a plus
• Collaborative work style & be a team player
