IFC’s Blended Finance Department is seeking an Extended Term Consultant (ETC) to support facility management, partner engagement and outreach, knowledge management, and other operational activities. The ETC will report to, and work under the supervision of, the Senior Operations Officer, Blended Finance.  The ETC will also work closely with Senior Communications Officer and other KM consultants.

Role and Responsibilities

The Consultant will conceptualize and lead the preparation, production, and dissemination of outreach and knowledge products.

Main outreach/facility management-related deliverables include: 

• Key outreach deliverables for Canada, Finland, Netherlands, and other climate facilities (including annual reports, impact stories, award applications, etc.). 
• Support to KM and communications work under the multilateral facilities (including CIFs, others).
• Storytelling of IFC’s work in blended finance to convey impact and increase understanding and visibility of IFC’s blended concessional finance practice.  
• Talking points, slide decks and other materials to support the Department’s Management in both internal and external speaking engagements. 
• Drive thought leadership opportunities for blended finance to continue to elevate IFC blended finance practice/brand, in particular for blended finance for climate solutions.  
• Contribute content to press releases to announce new facilities and projects in climate that involve blended finance.  
• Support to Senior Communications Officer on IFC-wide campaigns and blended finance initiatives, not limited to climate (i.e. including IDA PSW), in addition to efforts to streamline and upgrade blended finance content (and strategic comms planning), in presentations and also digitally on IFC’s website and social media channels. 
In addition, the consultant will:
• Work closely with the Senior Operations Officer and other colleagues to help realize IFC’s fundraising ambitions in blended finance (including developing donor pitch materials, case studies, briefs, TPs, etc).
• Strengthen the department’s KM capabilities through more streamlined and consistent communications across the department.

Selection Criteria

• Master’s degree in communications, marketing, journalism, international relations/public affairs or a related field.
• 12+ years of relevant experience in knowledge management and outreach including in writing or editing texts and case studies/ lessons learnt.
• Excellent English communication skills in both writing and speaking is essential.
• Teamwork and relationship management skills.
• Proven ability to turn technical content into easy-to-digest and compelling stories narratives.
• Excellent project management skills and ability to manage multiple tasks under pressure.
• Demonstrated ability to manage relationships with senior industry and communication colleagues and contribute to strategy development.
• Understanding of Blended Finance Operations. 
• Sector knowledge, i.e., Climate Change.
• Basic understanding of the development partner landscape and demonstrated ability to engage and work directly with external partners
• Detail-oriented and organized.
• Working knowledge and understanding of WBG / IFC’s work, procedures, and practices is essential.
