J-CAP is designed to deliver on the WBG’s commitment to expanding domestic capital markets to finance development in target countries. J-CAP is a priority scaling-up of previously successful World Bank-IFC collaboration (including capital markets building interventions in Colombia), bringing in additional resources (including funding and resources) and coordination to cover more countries. J-CAP assists countries in the development of local debt and/or equity capital markets that increase and diversify financing for the real economy, reducing reliance on traditional bank lending.

The Secretariat for the J-CAP provides a formal forum for coordinating country capital market strategies facilitating resource allocation and project sequencing across the World Bank Group.  Specifically, the Secretariat designs, prioritizes and coordinates WBG capital markets activities, in selected focus countries, in order to deliver measurable progress in the development of debt and equity capital markets that would ultimately finance the real economy and leverage private investors to meet development needs.  The Secretariat also serves as a one-stop shop for knowledge management on capital markets and dissemination across WBG and externally.

The J-CAP Extended Term Consultant will be based within the J-CAP Secretariat, but may also support specific aspects of the wider work of the Global Macro and Markets Research Department (CGR).

Role and Responsibilities: 

 The objectives include the following areas of work: 

• Lead on the coordination of JCAP’s knowledge management efforts (on behalf of the Secretariat), including (1) reviewing and evaluating information on WBG efforts to develop capital markets and developing lessons learned, (2) building a resource base of what others outside of the WBG are doing on capital markets development, and (3) organizing knowledge events where J-CAP teams can exchange their experience across different countries and regions. 

• Support J-CAP’s knowledge management (KM) network, particularly the J-CAP Community of Practice (CoP).

• Support the development and writing of selected KM and communications. material, including lessons learned notes, newsletters and similar content.

• Lead on the coordination of JCAP’s regional update calls – liaising with senior staff to set up these calls. Draft minutes and coordinate feedback from these calls.

• Lead on all iPortal efforts with senior WB and IFC staff for the JCAP suite of projects, ensuring timely and effective inputs to those projects (primarily Project Supervision, but also Project Completion and other requirements). Support related approval processes by liaising with relevant senior staff.

• Assist with the production of Power Point presentations, talking points, data points and related material for internal and external stakeholders.

• Perform select tasks in support of J-CAP and the work of the Secretariat, as agreed in advance with the Head of the Secretariat.

The ETC position will be on a full-time basis in the CGR Department with a focus on the J-CAP unit in Washington DC.  The ETC may also provide support to other CGR units or senior staff (particularly CGR DIR) on an as needed basis. The position is for one year with potential extension for a second year. 

Selection Criteria

• Relevant advanced degree in Finance/ Business/ International Development/Political Economy (completed or underway), with 2-4 years of work experience related to financial and/or capital markets preferred. 
• Work experience related to financial/capital markets is a plus.
• Expertise in developing high-quality presentations and data analysis using Excel or other software.
• Excellent written and spoken English communication skills are essential, and multiple language skills are highly preferred.

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
